The hang glider allows you to fly through the air. Just jump and press the spacebar.
The recipe can be found in the steamer vault.
To enter the steamer vault you need a special key that can be found in the dungeons in the abandoned steamer laboratory.
You can craft the hang glider at the crafting station:
